After a long and contentious week, the Alabama Legislature completed the penultimate day of the 2021 Regular Session yesterday. Gambling and medical marijuana dominated debate in the House, causing the body to debate until midnight on both Tuesday and Thursday. The Senate experienced some tense moments as well as they churned through a number of significant House bills.

Heavy debate of the gaming bill is expected in the House this week, and of the medical cannabis bill which is also expected to be considered by the House before they adjourn sine die on the 17th.

The Legislature met last week for the 24th and 25th legislative days. This leaves five meeting days in the 30-day session. The plan is to meet for two days this week, two more days next week, break for a week, and then come back for the final day on May 17th.

As the Legislative clock ticked down to its final seven days last week, several legislators’ priority bills moved forward including the final passage by the governor of interest fee forgiveness on late personal tax payments, and the advancement of the broadband expansion bill, unemployment compensation review, the delay of the Literacy Act, and of course, the session headliner – gambling. We can expect things to intensify between now and the end of session on May 17th.

Last week proved to be a long and sometimes contentious week in the Alabama Legislature as they debated emergency powers of the executive branch, penalties for habitual offenders, and medical marijuana. General Fund and Education budget bills continue to work their way through the process.
